Key statutory requirements every employer must understand when hiring in Pakistan.

Working Hours

9 hours/day including 1-hour break, 48 hours/week. Overtime paid at double the normal rate per the Factories Act.

Annual Leave

Employees entitled to 14 days annual leave after one year of service. Most competitive employers offer 18–21 days.

EOBI Contribution

Employer: 5% of minimum wage. Employee: 1%. Mandatory for all establishments with 5+ employees nationwide.

Social Security (SESSI / PESSI)

Provincial social security for employees up to PKR 30,000 salary. Employer pays 6% of wages to the relevant body.

Income Tax (FBR)

Progressive rates from 0% to 35% per FBR annual slabs. Employers must withhold and deposit tax monthly.

Minimum Wage

Federal minimum: PKR 32,000/month (2024). Sindh, Punjab, KP and Balochistan may set higher provincial minimums.
